Problem Note 51509: Bulk-loading data into an existing DB2 table on a z/OS machine might fail with an SVC99 abend
Trying to bulk load data into an existing DB2 table under z/OS might result in the following errors:
ERROR: (ACCDB2M001E) SVC99 allocation error rc = 22280, reason = 0.
Error allocating the DB2IN LOAD utility, dsn=SASMBA.TESTBULK.NIRIN1. Step failed.
The following error might also occur:
ERROR: (ACCDB2M004E) Error trying to run the load utility.

The error occurs due to multiple attempts to create the same DB2IN library.
Currently, the only workaround is to turn off bulk-loading.
